Every year we celebrate Earth Day in Palo Alto and the City Council dedicates one meeting in April to highlight the environmental sustainability efforts of the City and community. We invite the community to this year’s meeting on April 16 to learn more about these efforts. Over the past year, the City has launched several new sustainability initiatives to build on City Council and Staff's strong and deep commitment to the environment. - City initiatives are in line with achieving the goals of the Climate Protection Plan, which will be discussed at the Council meeting on April16.
- We've kicked off Palo Alto CLEAN (Clean Local Energy Accessible Now), a program to purchase electricity generated by solar electric systems located within our City limits.
- Bike parking corrals have been installed on University Avenue, Ramona Street, and other locations, with more being planned.
- We have a new energy efficiency award program to recognize Palo Alto's non-residential building owners who are leaders in making building upgrades.
- The City's electric portfolio is being analyzed to see whether it's feasible to establish a carbon neutral (clean energy only) policy for Palo Alto's electricity.
- We have expanded our energy and water efficiency rebate programs for residents and businesses.
While many of the Palo Alto community’s efforts toward sustainability are ongoing, April also provides an opportunity to highlight the local partnerships between the City and our community.  |  | Energy efficiency makes sense for your wallet and the environment - it's a win-win choice Last year, the Mayor began publishing a monthly message to reach out to the community, highlight important issues and share upcoming community events. As your new Mayor, it's a new tradition I look forward to continuing throughout 2012! February's focus is on energy efficiency, a timely topic for this time of year when cold weather can lead to higher energy bills. In Fiscal Year 2010-11, the cost to meet the City of Palo Alto's (City) energy demand by helping customers achieve improved efficiency was on average 5.5¢ per kilowatt hour (kWh), compared to the cost of purchasing future electric supply on average 11¢ per kWh. It's a win-win for the City to help our customers meet their energy efficiency goals. For Residents - Most households receive monthly home energy reports that provide personalized energy usage information. There are easy no cost or low cost tips on cutting down on energy use, like adjusting your thermostat before leaving home. You may be eligible to apply for rebates of up to $300 for new qualifying appliances ranging from dishwashers and refrigerators to clothes washers, water heaters and power strips. Rebates of up to $1,500 are available if you install a solar water heating system in your home. Residents may also be eligible for rebates on a large-scale project like installing a solar photovoltaic system (PV) on your roof through the City's PV Partners Program. For Businesses - The City partners with businesses through the Right Lights+ program, which provides free energy surveys, recommendations for tailored strategies to reduce electric and natural gas usage, and connections to rebates and local, trusted contractors. Annual rebates of up to $100,000 are available to help businesses save money for installing energy efficient attic/roof insulation, window films, commercial dishwashers, laundry systems, heat pump water heaters, water boilers, commercial pool heaters, HVAC systems, refrigeration and lighting. Rebates are also available for specific and customized energy uses, so it pays to check it out. Next up for Energy Efficiency - Two new initiatives in 2012 will expand energy efficiency opportunities for the City's utilities customers. First, for electric vehicle (EV) owners, the City has established EV charging stations in several locations, and in July will be rolling out Time of Use rates so people can charge their vehicles when overall community energy use is down (like the middle of the night) and rates may be lower. These rates can encourage EV purchasers to shift their extra electric demand to off-peak times. Second, the City is tapping innovation here in Palo Alto through a partnership to test cloud-based energy management software focused on energy efficiency with People Power so residents will be able to access that information easily through mobile apps. Palo Alto has a new mayor.
Yiaway Yeh, 33, is the first Gunn High School graduate to become mayor, and is the second-youngest mayor after Byrl L. Salsman, who was elected in 1937.
Yeh has served as Vice Mayor alongside Mayor Sid Espinosa for the past year. His election came after a unanimous vote by fellow council members.
Yeh said the city’s infrastructure will take a top priority this year.
“I do see 2012 as the year of infrastructure investment and renewal in our community,” he said.
Yeh also highlighted youth wellbeing, sustainability, and reworking city services as central to his mayoral focus this year.
Council members were particularly impressed with Yeh’s role as an auditor with extensive experience analyzing large city departments, including in Oakland and San Francisco.
“Experience auditing government agencies gives him experience far beyond his 33 years,” said Council Member Larry Klein.
Former Mayor Pat Burt said that Yeh’s philosophy of government was also a major positive attribute.
“Yiaway is someone who truly believes that government is here to serve the community,” said Burt, “and that government can be conducted in a way that is open, fair, deliberate, and efficient.
“I think that each leader has his own style,” he continued, “and Yiaway’s is one where he will continue to have that quiet and yet strong leadership that we’ve seen from him throughout his four years on council to date.”
Youth wellbeing is central to Yeh’s 2012 mayoral strategy. He said Palo Alto needs to continue promoting a “culture of resiliency” as well as developmental assets.
Yeh also said he intends to focus on helping the city meet its sustainability goals by furthering the urban forestry plan, bolstering the city’s carbon-neutral portfolio, and moving forward the proposed compost facility at the former landfill site.
Finally, Yeh said 2012 will continue being a time of austerity, and that council will need to continue reviewing how it provides services.
“We need to look at how to provide the most cost-effective service but in a way that the quality of those services are positively impacted,” said Yeh.
Following the election of Yeh as Mayor, Council Member Greg Scharff was elected Vice Mayor in a unanimous vote.
 |  | December is always a time of reflection. As we look back on 2011, I am overwhelmed with how much Palo Alto accomplished. At the beginning of the year, the City Council set an aggressive agenda and the year-end results are remarkable. To be sure, this is an abbreviated list - and I definitely acknowledge that we still have a lot of work to do - but here are a few highlights related to our council priorities: City Finances - Labor Negotiations - Successfully negotiated new contracts with the City's labor unions to readjust the City's long-term employee benefit costs.
- Infrastructure Blue Ribbon Commission (IBRC) - Completed a major study to address how to prioritize and fund needed renovation or replacement of many aging City facilities.
Land Use and Transportation Planning - Stanford Hospital Projects - Approved the largest development project in the City's history after eight years of negotiations.
- Bike & Pedestrian Master Plan - Overhauled the City's bike and walking master plan to make it easier and safer for people to get around town without using their cars.
Emergency Preparedness - Emergency Water Supply - Broke ground on a 2.5 million gallon reservoir in El Camino Park to supplement our existing water supply during a natural disaster.
- Community-based exercises – Worked with our neighborhood leaders to build a stronger partnership through a variety of programs such as the safety fair, training activities, Quakeville overnight exercise and production of educational videos.
Environmental Sustainability - Renewable Energy - Received the Environmental Protection Agency's award for Exemplary Green Power Procurement as well as kept PaloAltoGreen's ranking as the number one Renewable Energy Program in the nation for participation levels.
- Efficiency Improvements - Installed 600 High-Efficiency LED Streetlights along Alma Street and El Camino Real and installed five new electric vehicle charging stations in three downtown garages to encourage more people to try these clean and green vehicles.
Community Collaboration for Youth Well-being - Project Safety Net - Received a Helen Putnam Award for Excellence from the League of California Cities for community suicide prevention efforts and supporting youth well-being.
- Developmental Assets Program - Continued to work closely with mental health professionals, the school district, parents and teens to provide a supportive and inclusive environment for all our youth.
We could easily list at least four or five more "major accomplishments" under each category this year. Construction. Additionally, we saw exciting City construction projects across town including the Arts Center renovation, the opening of the new Downtown Library, building of the Mitchell Park Library and Community Center, completion of a major Storm Drain project along Channing Avenue, work begun on the new Emergency Water Supply Reservoir and installation of a water-efficient demonstration garden at the Lucie Stern Community Center. Innovation. To ensure Palo Alto retains its place as a center of innovation and technology, we re-energized our Economic Development efforts, collaborated on initiatives with local businesses such as OPower and IDEO to test out new ideas, and initiated a Development Center Blueprint project to ensure customers with complex building, major remodel or simple appliance installation projects can navigate the process efficiently. Community-building. We also hosted or cosponsored a myriad of community-wide events, including the Parade of Champions (for state champions Paly football and girls volleyball), a Martin Luther King Day of community service, Earth Day activities, May Fete Parade, World Music Day, the Twilight Concert Series, the Chili Cook-off, the Gran Fondo bike race, United Nations Association Film Festival and the upcoming holiday tree lighting, just to name a few. We set aggressive goals and we exceeded them. Thank you to the City of Palo Alto staff for their hard work throughout the year. And thank you to our community partners, activists, commissioners and volunteers for their contributions to these accomplishments. Congratulations on your many successes in 2011. Family support refers to the ways that parents, siblings, and extended family show love, encouragement, and comfort to each other—families are the cornerstone of the social support system for youth. A 2004 survey of Santa Clara County youth reveals that while younger youth generally experience and are aware of family support, teenagers do so much less often: 89% of 4th-6th graders reported family support, while only 66% of middle- and high school students reported the asset. Because adolescents require greater autonomy and independence than younger children, effective family support for older youth takes a different form than in earlier years; however, their need for their families is still strong. Adults are challenged to find a balance between giving youth the support they need to navigate their adolescence and the independence they need to develop as individuals. | | | |

A former mayor once told me, "Don't ever use the word infrastructure. People don't understand it. Their eyes glaze over." Well, we can no longer ignore this topic because our infrastructure backlog is in a state of crisis. The good news is that we're tackling this problem head-on.When we talk about infrastructure, we mean public buildings, streets, levees, dams, sidewalks, parks and open spaces, bridges, traffic lights, trees, parking garages, and gas pumps -- nearly everything that the City owns besides vehicles, furniture and equipment. The problem is that years ago the City stopped investing enough money to keep our infrastructure maintained, let alone make improvements or cover new needs. We now have an infrastructure backlog that totals hundreds of millions of dollars.To address this backlog, the City Council appointed a 17-member Infrastructure Blue Ribbon Commission (IBRC). The IBRC has been assessing our assets in terms of catch-up (overdue maintenance), keep-up (planned maintenance), and new and replacement (deteriorated assets). The IBRC has held over 200 meetings, visited nearby cities, read thousands of pages of reports, worked closely with staff, and have become citizen-experts across the sprawling expanse of this issue. In the coming month, the IBRC will report to the Council a series of recommendations that include overall assessments, funding options, organizational requirements, project recommendations, and mechanisms to ensure that we don't end up in this predicament again. We look forward to their report.With that said, I am pleased that we already have several major projects underway like the renovation of the Palo Alto Art Center and the Mitchell Park Community Center and Library. We also just broke ground on a much-needed 2.5 million gallon underground reservoir in El Camino Park to shore up our emergency water supply. Furthermore, our newly renovated Downtown Library opened this summer, as did a major segment of the Channing Avenue Storm Drain Replacement Project. The Stanford Avenue/El Camino Real intersection has just been significantly enhanced to improve pedestrian and vehicle safety, and five new electric vehicle charging stations were recently installed in three City parking lots in downtown Palo Alto.While we can be proud of this recent progress, we still have a tremendous amount of work to do. Rest assured that we will develop a comprehensive plan to address Palo Alto's infrastructure backlog and plan for our future. This may not be the most exciting topic, but when it comes to the long-term health and vitality of our city, few issues are more important.

The recent storms on the east coast and the earthquakes in Virginia, Colorado, Peru and Japan remind us that another earthquake will hit Palo Alto, and that it is critically important for every Palo Altan to be ready. While it is easy to put-off making an emergency preparedness kit, or preparing a family plan, or familiarizing yourself with city's resources and protocols, I implore you not to procrastinate. Get prepared today.To the right, you will find three instructional emergency preparedness videos. The first video describes our city government's plans and protocols. The second video follows a Palo Alto family as they make a household plan, which is a must-do for every home. The third video explains how to make an emergency preparedness kit, which FEMA (Federal Emergency Management Agency) advises that all Californians should have in order to survive on their own for up to 7 days. Please watch all three videos.In addition to home kits and household plans, it is critical that you work with your neighbors to ensure a solid neighborhood plan. Because many of our police officers and firefighters live outside of the city, we must be prepared and organized amongst ourselves in case downed bridges and highways make Palo Alto inaccessible. Several Palo Alto neighborhood associations have already organized, creating detailed street-by-street plans with block captains and alternative modes of communication. Other neighborhoods have not yet begun. Palo Alto's history, culture, citizens and future are inextricably linked to Stanford University -- and we are better for it. First, a little history. In 1886, then-U.S. Senator Leland Stanford (who was a railroad and banking tycoon, former California governor and major land owner here) approached the small community of Mayfield in hopes of founding a university to honor his recently deceased teenage son and only child. This was ranch country and Mayfield was primarily one rowdy downtown street with 13 saloons, which we now call California Avenue. Stanford had one requirement of Mayfield: that alcohol be banned within the city limits. That proposal was resoundingly rejected by Mayfield, leading Stanford to form a dry town further north -- hence University Avenue, Leland Stanford Jr. University and the City of Palo Alto. By the way, Mayfield was annexed into Palo Alto in 1925, and no liquor was sold within a mile and a half of the campus until 1971. Through the decades, the university and city have grown in tandem. Sometimes our "town-gown" relationship has had hiccups but the mutual benefits have been innumerable, from Stanford professors forming of our city?s municipal utility to our shared fire and paramedic services to the numerous start-ups created annually by Stanford grads/engineers, helping to drive our local economy. Of course, Palo Alto residents annually attend hundreds of sporting and arts events on campus, student volunteers work across the city, and Stanford and the city are currently coordinating various emergency preparedness programs. Today, both Stanford and Palo Alto are globally recognized centers of innovation and our partnerships reflect this. We are working together to test new technologies in several city departments, and the city recently approved the rebuilding and expansions of the Stanford Hospital and the Lucile Packard Children's Hospital -- two world-class facilities that will bring the latest health care technologies and service models to our community. Downtown Library Has Opened!
Over 1,000 excited customers visited the newly renovated Downtown Library on July 16 to enjoy a full day of family-friendly festivities! Happy customers watched Mayor Sid Espinosa cut the ribbon, then explored the redesigned facility, signed up for library cards, checked out materials, went online, and were entertained by a series of professional performers in the beautiful new Program Room. Downtown Library, the first project to be completed as a result of the passage of Bond Measure N, is lighter and brighter, has a dedicated new Children's Room sponsored by the Friends of Palo Alto Library, all new furnishings provided by the Palo Alto Library Foundation, a group study room, and 7,000 more items in its collection. The Library is now open Tuesday 10-6, Wednesday 10-6, Thursday 12-6 and Saturday 10-6. .

Palo Alto Art Center to Undergo a Transformation.
On Saturday, July 16, the Palo Alto Art Center celebrated the groundbreaking for its transformed facility. More than 200 community members enjoyed hands-on art activities, music, and fun. Comments about the importance of the Palo Alto Art Center in the community by Mayor Sid Espinosa, Councilmember Gail Price, School Board President Melissa Caswell, and other community members concluded the ceremony. The Palo Alto Art Center renovation represents a public/private partnership between the City of Palo Alto and the Palo Alto Art Center Foundation. Undertaken by the firm of Mark Cavagnero and Associates, the transformation will include: a special wing dedicated to children and youth; transformed exhibitions spaces; upgraded mechanicals, electrical, and ventilation/climate systems. And I'm thrilled that this month (on July 16th), Palo Alto will reopen our renovated downtown library. Please join the celebration! Palo Alto is a community that loves reading and learning, but many are still surprised that our small town has five robust libraries. For many years the city debated whether we should save money by consolidating to one library or maintain our more expensive but neighborhood-focused, multi-branch library system. Eventually, we decided to keep all of our libraries, and because most were severely dilapidated, in 2007, Palo Altans passed a bond measure to finance the rebuilding of these treasured community assets. The renovated Children's Library (which is the oldest free standing children's library in the nation) reopened in 2007. Last year, the renovated College Terrace Library reopened. On the 16th, the Downtown Library will open its doors again, followed by the Mitchell Park Library and Community Center in 2012 and the Main Library in 2013. These new facilities are state-of-the-art, engaging and welcoming. They are not just buildings to check-out books and materials, but rather are true community gathering places. There are so many exciting activities at our libraries; it's hard to know where to start. Every year we host a myriad of programs like speaker series, citywide book club and children's programs. Also, we offer e-books, laptop loaners, as well as movie, "books on tape" and music check-out opportunities. Special thanks to the Palo Alto Library Foundation that, in recent years, has raised millions of dollars to support our libraries as well as to the Friends of the Library for their financial help with our collection and sponsorship of programs. Please support them. We rely on the generosity of Palo Altans to maintain our great community resources.  |  | In addition to several major policy accomplishments (like approval of the Stanford hospital projects and another balanced city budget), this month, Palo Alto is gearing up for several exciting bicycle-related initiatives. Palo Alto is already recognized as a bike-friendly city, but we can do better—much better. The City Council held a study session recently about updating our Bicycle and Pedestrian Transportation Master Plan, which calls for doubling the number of trails and paths in the city, an improved way-finding system, more bike parking and addressing numerous other infrastructure needs. There is other great biking news around town: the Safe Routes to Schools program continues to expand, with thousands of students now biking to school; several bike sharing programs are launching this year, including a partnership with the Valley Transportation Agency at train stations and another for city staff; Traffic Skills 101 for adult cyclists is now being offered in partnership with the Silicon Valley Bicycle Coalition; and this year's Bike to Work event was the most successful ever. We will also host several major cycle-centric events later this year. On September 17, the City will sponsor Palo Alto Gran Fondo, a premier gathering of 500+ elite cyclists who will bike from downtown Palo Alto to the coast and back—all for charity. On the same day, we will host the Echelon Challenge relay, a fundraising ride, for more casual bike enthusiasts (that's you), as well as pedestrians.
